I have a Motorola E815 and a Palm Tungsten. Is there anyway that I can use my Palm as a controller for my phone? (eg. Phone lock, turn off). I have already connected my phone to my palm, but I can't find any software that can control the phone.

No, not that I've ever seen.
The primary purpose of the connection you've got is for dialing or going online with the Tungsten via the phone. I've never come across any phone control interface for PalmOS.
