Do palm seeds have a shell over them?

I am trying to plant some seeds from a Jelly Palm. I've been reading a few things about it. It says remove the outside part, well, theres this fiber stuff, then theres a hard shell. Inside the shell looks like there are 2 sometimes 3 seeds. Is that the seeds? or do I leave the hard shell on them?

Yes, but plant them as you see them .It may take months to germinate. Don't remove anything.Lay sideways in sandy soil .1/2 to 3/4 covered. Good luck. 80 degrees temp. best.
